
BISD Prepares for Statewide Phone Ban
Beginning in the 2025–2026 school year, Brackett ISD will officially become a “No Phone Zone” in response to new state legislation aimed at reducing distractions and improving focus during school hours.
On June 20, 2025, Governor Greg Abbott signed a law banning the use of personal communication devices (PCDs)—including cell phones, smartwatches, tablets, and laptops—by students during the instructional day. All Texas school districts are now required to implement local policies enforcing the ban.
What This Means for BISD Students
Brackett ISD will adopt its local policy on August 11, 2025, in compliance with the new law. Finalized information will be shared with parents after board approval.
The district has clarified that personal communication devices include:
- Smart phones
- Smart watches
- iPads and tablets
- Personal laptops
These items will now fall under the same restrictions as other prohibited items on campus, such as vapes and pocket knives.
Consequences for Violating the Policy
Pending board adoption, students may face escalating consequences for unauthorized device use during school hours:
- 1st Offense: In-School Suspension (ISS); device returned to parent or guardian
- 2nd Offense: ISS with additional day; device returned to parent or guardian
- 3rd Offense: Extended ISS plus parent conference; device returned to parent or guardian
- 4th Offense: Discretionary placement in DAEP (Disciplinary Alternative Education Program); device returned to parent or guardian
Important Exceptions
The law and local policy do allow for specific exceptions:
- Devices provided by the school for instructional or educational use
- Use of devices required for health, safety, or school emergency protocols

- Reduce cyberbullying during the school day
- Improve student focus and academic performance
- Foster healthier peer interaction
